Update to 17.0 Migration Guide for Abstract Office

Just a heads-up that we've made a late change to the 17.0 migration for Abstract Office. As was communicated before, the intention has been to deprecate the code in AO for electrical components, in favor of the new Abstract Electrical. So, the applicable code was removed and developers were encouraged to copy the classes/code they needed into their own extension.

However, after some manufacturers have attempted this migration, they've found the effort to be too intense for such a short time frame. In response, we've restored the classes/code in question, but moved them to the abstract.office.legacy package. The migration guide has already been updated to reflect this.
